I reported to the President on the progress of our talks with the Foreign Ministers. He expressed his pleasure that we were making such substantial progress and his appreciation at being kept so fully informed.

Subject: Appointment of General Clay's Successor
The President showed to me a letter which he had received from Secretary Johnson asking the President's approval for the designation of General Mark Clark to succeed General Clay in Germany. After discussing the matter, the President expressed his intention of postponing decision on the matter for the present and until we can see whether the Washington discussions will reach agreement on West German problems and a possible new arrangement of functions in Germany. The President expressed his hope that if the arrangements now under discussion are put into effect, we might have a civilian High Commissioner who will report to the Secretary of State. I told the President that I would cooperate in every way in bringing this about.

Subject: ECA Legislation
I discussed with the President the letter which he had sent to me addressed to him by Mr. Grew in which Mr. Grew asked that the ECA legislation now before Congress be amended to include Liberia.
I pointed out to the President the dangers and difficulties which the Department saw in this proposal and made the alternative suggestions for assistance which are contained in the Department's memorandum. I left the original of the memorandum with the President, who will return it to me with his comments.
