The Secretary returned Speaker Rayburn's call this morning.

Rayburn said that Congressman John Kee was somewhat in distress concerning certain talk about investigating Germany. Kee said he did not want to do anything about it if it would in any wise be objectionable to the Secretary, but if worse comes to worse he might set up a subcommittee, of which he would be chairman, and keep his hand on the thing.

The Secretary said that Gross had told him something of this matter. He added that we were on the verge of finishing complete agreement between the British, the French and ourselves on every phase of Germany, and that we had been extraordinarily successful. The Secretary said he would be glad to go up on the Hill next week and tell them what has happened.

The Secretary said he would call Judge Kee later in the day.
