MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

Item No. 1 Malik Conversations

I went over with the President Mr. Jessup's conversation with Mr. Malik, as reported in Mr. Jessup's memorandum of April 11. I also informed the President that we would immediately inform the British and French and that our first impressions led us to recommend (a) that we should not be in a hurry to make a reply, and (b) that we should not attempt to decide on the substance of the reply now, but report our more specific recommendations to the President later.

The President approved this course.

Item No. 2 Loan Policy Toward Spain

I went over with the President the recommendation contained in the memorandum of March 29, 1949 from Mr. Thorp, with the airgram instruction attached to it.

The President approved this course.

MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

Item No. 3 Cornerstone Laying of United Nations Headquarters

I told the President that Mr. Evatt and Mr. Trygve Lie had, of course, been disappointed that the President was not able to lay the cornerstone in April. They hoped that he would be able to do it some Sunday in May before the General Assembly adjourned.

The President expressed the hope that he could do this. He said that the 8th of May would be the anniversary of the German surrender. Incidentally, it is the President's birthday also. He said that he could make no commitment now and did not wish me to raise any hopes in New York, but that he would give the matter very careful consideration and hoped to be able to do it.
