MEMORANDUM OF CONVERSATION WITH THE PRESIDENT
Item No. 4 Mr. David Bruce
The President mentioned to me the difficulties which this appointment created with Senator Tydings, Mr. James Bruce, and some of the Maryland Democrats.
After discussing the matter the President stated that he was not suggesting any change in our plans, and the appointment could go through. He raised it as an indication of the care which must be exercised in these matters. He absolved the State Department from any criticism in this matter, as he recalled that I had particularly mentioned the desirability of looking into the political situation.
This matter is now cleared for final action.
