MEMORANDUM OF CONVERSATION WITH MR. CHARLES MURPHY
North Atlantic Treaty and the Arms Assistance Program
For Mr. Gross:
After my talk with Mr. Murphy of the White House on the St. Lawrence matter, reported in a separate memorandum, we had a brief talk about the legislative situation in regard to the North Atlantic Treaty and the Arms Assistance Program. I brought him up to date on the developments of yesterday before the Committee.
Mr. Murphy thought he recalled the casual comment of the President to the effect that he did not contemplate sending up military assistance act until after the Senate had acted on the treaty. I expressed the reasons why we thought this would not work and suggested the desirability of a thorough talk on the subject between Mr. Murphy and Mr. Gross. Mr. Murphy said that he would like very much to do this and would await Mr. Gross's call.
