MEMORANDUM FOR S/S:
The Secretary told me today that in his conversation with the President, he asked the President whether the President had informed Secretary Johnson of the recent Jessup discussions. The President told the Secretary that he had discussed it with Secretary Johnson and had shown him the memorandum which the State Department had sent to the White House. The President said that he had told Secretary Johnson that General Clay might be informed through General Bradley.
The Secretary then told the President that Secretary Royall and Mr. Voorhees had questioned the Department about it. The President did not indicate that the Department should feel any concern over this. The Secretary told me that he thought the Department might consider replying to Mr. Voorhees and Secretary Royall along the lines that the President had discussed this matter generally with Secretary Johnson.
