Item No. 2 - Request for Authority to Recognize the New Syrian Government

The President approved the memorandum to him. It will be returned with his written approval tomorrow. We are authorized to go ahead on his oral approval to me if we wish

MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

Item No. 3 - President Waizmann's Visit

The President went over the four points which we hoped he would stress with President Weizmann. He approved of them all.

After luncheon I got separated from the President and Mr. Weizmann and involved with other guests. The President, Mr. Weismann, the Israeli Ambassador, and the Vice President discussed the four points.

The President told me, after the interview, that he had made all four points. He said that President Weizmann had taken a helpful attitude on all of them. He said that the internationalization of Jerusalem could be worked out. He foresaw no insoluble difficulty in the boundary matters. He said that Israel would help financially with the refugees. I am not clear as to what was said about repatriation, although I know that the President pressed him on this matter.

As we were leaving, President Weizmann asked the President again for assistance on UN membership. I said that the Israeli representatives could really be of more assistance than we could if they would show a conciliatory attitude along the lines mentioned to Mr. Weizmann by the President.

As we were parting, President Weizmann said that he thought it might be a good idea for him to have a talk with me. I think that it might be worthwhile to follow this up while they are here.

We will hear further from the President on this matter.

(Later Mr. Connally telephoned me to say that the President had considered the matter and decided he could not do it until after the expiration of the present Congress.)

MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

Item No. 5 - Philippine Policy

The President said that the recent catastrophe made our position in the Philippines even more important than before. He was anxious that we should have a Philippine policy which would do everything possible to keep the Philippines not only friendly to the United States but close to the United States. He said that he had asked Mr. Steelman to call a meeting of Secretaries Johnson, Snyder, and myself to discuss Philippine policy and make recommendations to him.

I should like Mr. Butterworth to be informed of this and have a paper ready.
