SUBJECT: Conversation between Judge Kee, the Secretary and Mr. Gross on
2. Judge Kee told me he had scheduled the UN Participation Act amendments for Committee hearing immediately following the State Department Reorganization Act hearings. Please follow this and make sure that a bill is introduced if one has not been already introduced. Make sure we will have a bill which is identical with the revised bill pending before the Foreign Relations Committee.
3. I brought up the matter of the ceilings on certain international organizations. Judge Kee said he would be glad to sponsor appropriate legislation to remove the budgetary ceilings. Please follow through and make certain that an appropriate bill is drafted and given to him as soon as possible.
4. Judge Kee agreed to withdraw HR 2388, on the Swiss Claims matter and introduce a bill in the form in which we originally recommended to the Congress. Please follow this up.
5. Judge Kee agreed to set the ITO for hearing as soon as possible in May. We told him we would have the Charter message in Congress tomorrow (April 26). Be sure to have drafted and in Judge Kee's hands the legislation necessary as soon as possible.
6. Judge Kee, after discussing the German situation with the Secretary said he was going to set up a seven member sub-committee right away.
7. On the Nationalization Claims Bill, Judge Kee said he would withdraw the Bill as introduced by Sol Bloom and introduce one of his own along the lines of our original recommendation.
