In the course of a conversation at 12 noon today on other matters, Sir Oliver Franks commented on the Senate Foreign Relations Committee hearings on the North Atlantic Pact, and inquired how long I thought the hearings would continue. I told him that the hearings had gone much more rapidly than the committee had originally anticipated but that it was not yet possible to forecast precisely how long the hearings would last. Sir Oliver asked when I thought the Senate would act on the Pact. I told him that my own estimate was that the Senate would act on the Treaty some time during the month of June.
