At the meeting this morning on registration of arms with the UN, the Secretary said that he wanted to discuss this problem at the NSC on Wednesday with Mr. Lovett and the President. He asked that a memorandum be prepared stating the problem raised by Article 102 of the UN Charter and including the relationship that Article 3 of the North Atlantic Charter has to the problem as we see it. The memorandum should include the point that part of the difficulty stems from the desire of the Defense establishment to have a formal arrangement for budgetary and administrative reasons which results in our being somewhat on the spot.
Mr. Bohlen is, I believe, working on this memorandum, but someone should be sure that it is prepared and ready for the Wednesday meeting.
