SUBJECT: First Call of the Ambassador-designate of the Philippines

His Excellency Carlos P. Romulo, newly appointed Ambassador of the Philippines, called on me at 2:15 p.m. today to present copies of his credentials and to request an appointment with the President.

I welcomed the Ambassador to Washington and expressed to him my satisfaction at his appointment to this post, after his past wide experience in this country.

The Ambassador expressed himself as very happy at this new assignment and indicated that he was glad to get away from the rather difficult political situation in the Philippines and to return here, where had had so many friends and connections, including his own house in Washington.

The Ambassador said that there were a number of important questions now pending with his country which he would wish to discuss with me at some time in the near future.

The Ambassador said that he thought his predecessor, Mr. Elizalde, would have a difficult time in his new post as Foreign Minister of the Philippines, and that he himself preferred to be in Washington.

After some further general conversation, the Ambassador departed.
