MEMORANDUM OF TELEPHONE CONVERSATION
Participants: Mr. Lovett Mr. Acheson
In a conversation on other matters, Mr. Lovett said that the JCS had sent him a recommendation regarding a proposed show of force in the Far East. He said the JCS had come up with a proposal for flights and fleet operations on the China coast as a means of exercising pressure. He said that State did not like this proposal. However, the JCS think that this would not have adverse effects. The Secretary said he did not know anything about this but would look into it. Mr. Lovett said he hoped they could get into this when they saw each other in Europe.
Mr. Nitze was present when this matter was discussed with the JCS. He will brief the Secretary on the plane en route to Europe. If there is any further information which the Department wishes to get to the Secretary, it should be done by telegraph.
