Former President Harry S. Truman spoke to approximately 1000 delegates and guests at the banquet of the 27th annual convention of the Reserve Officers Association in the ballroom of the Bellevue-Stratford Hotel in Philadelphia, PA. This was Mr. Truman's first major address after leaving office.
