Charles Springs Murphy was born on August 20, 1909 in Wallace, North Carolina. In 1931, he received his bachelor’s degree from Duke University, and his law degree from the school in 1934. From 1934 to 1946, he worked for the Office of Legislative Counsel in the United States Senate. In 1947, he became an Administrative Assistant to President Harry S. Truman, a position he held until 1950. In 1950, he became Special Counsel to President Harry S. Truman and he held that position until the end of the Truman Administration in 1953. From 1953 until 1961, he worked for a law firm, Morison, Murphy, Clapp & Abrams. Beginning in 1957, he served as Counsel to the Democratic National Advisory Council and held that position until 1960. From 1960 until 1965, he served as the Under Secretary of Agriculture. From 1965 until 1968, he served as Chairman of the Civil Aeronautics Board. From 1968 until 1969, he served as a Counselor to the President. In 1969, he returned to his law practice and stayed at the firm until 1979. He also served on the Harry S. Truman Library Institute Board of Directors from 1969 until 1981. From 1979 until 1983, he worked for the law firm of Baker & Hostetler. On August 28, 1983, he died in Anne Arundel County, Maryland.
