COLLECTION DESCRIPTION

The Ivy W. Duggan papers contain speeches and articles from his service as Governor of the Farm Credit Administration, and other documents relating to his career. Also included are certificates, letters of appreciation, and photographs, as well as correspondence and reports. The collection is composed of one series.

The series, the Subject File, contains many types of items but consists primarily of Duggan's speeches and articles relating to agricultural policy. Also included in the papers are certificates, correspondence, reports, photographs, and letters of appreciation, all pertaining to his service as Governor of the Farm Credit Administration. Some of the speech topics include problems that agriculture faced after the First World War. Duggan mostly focused, however, on the benefits of owning farms, as it provided security for proprietors as agriculture's financial position steadily rose with the beginning of the Second World War. Several transcripts from official meetings and conferences are included, as well as interviews with radio stations discussing the programs implemented by the agency. The certificates were those awarded to Ivy W. Duggan as Governor, while the letters of appreciation were received upon his retirement from federal service in 1953. Lastly included among his papers are documents concerning Duggan's service as Vice President of the Trust Company of Georgia, such as memoranda, speeches, and press releases relating to the company.

Important in understanding the Truman Administration's farm policies, the Ivy W. Duggan papers provide evidence of the processes by which his agency was run, and his position on many agricultural issues. In the midst of the boom brought about by World War II, Duggan cited high prices for farm products and how credit was newly prevalent in the sale of land, especially in relation to the growing interdependence of agriculture and industry.

Other collections at the Truman Library that relate to agricultural policy include the papers of Clinton Anderson, Charles Brannan, Wesley McCune, and Joseph D. Lawrence.
