James Weldon Jones was born in Copeville, Texas on February 28, 1896. He graduated with his bachelor’s degree from Baylor University in 1918. He served as a private in World War I from 1917 to 1919. He received a Master’s in Business Administration from the University of Texas in 1922. From 1922 until 1927 worked as a Certified Public Accountant in Houston, Texas, and from 1927 until 1929 he worked as an auditor. He attended The Ohio State University from 1929 until 1933, where he also worked as an assistant professor. In 1933, Franklin D. Roosevelt appointed him Auditor General for the government of the Philippines. He also served as financial advisor on the staff of the United States High Commissioner to the Philippines from 1935 to 1940. From 1936 to 1937, and again in 1939, he served as Acting United States High Commissioner for the Philippines. He married Ruby Hackett on November 23, 1938. Beginning in 1940, he worked as assistant director in charge of the fiscal division of the Bureau of the Budget, a position he held until 1952. From 1952 until 1955, he served as an economic advisor to the Bureau of the Budget. In 1955, he became a member of the United States Tariff Commission until his retirement in 1961. He died on November 24, 1982 in Harris County, Texas.

The first series, the Philippines File, contains correspondence, memoranda, notes, reports, spreadsheets, newspaper clippings, and other materials. Topics covered include conditions in the Philippines; actions of the government of the Commonwealth of the Philippines; Philippine financial affairs, including banking and currency issues; J. Weldon Jones personal financial affairs; United States financial and business interests in the Philippines; Japanese interests in the Philippines prior to their involvement in World War II; and other issues.
The second series, the Bureau of the Budget File, contains correspondence, memoranda, newspaper clippings, reports, notes, speeches and speech drafts, publications, and other materials. Topics covered include conditions in the Philippines; United States policy and issues related to the Philippines; legislation; United States fiscal issues and policies; fundraising for causes related to the Philippines; and other personal matters related to J. Weldon Jones. This series include correspondence with Presidents Franklin D. Roosevelt, Harry S. Truman, and General Dwight D. Eisenhower.
The third series, the Newspaper Clippings File, contains newspaper clippings and notes. Most of the clippings related to issues in the Philippines. The clippings come from newspapers in both the Philippines and the United States and include Spanish language materials. The clippings relate to cultural issues, fiscal and financial issues in the Philippines, and governmental figures and policy.
The fourth series, the Subject File, contains correspondence, maps, memoranda, reports, newspaper clippings, publications, speeches, scrapbooks, notes, and other materials. Topics covered include J. Weldon Jones’s role with the United States Tariff Commission; Philippine travel publications and business journals; Philippine cultural affairs; journals and articles related to business, accounting, and statistical professional organizations; a book of poetry from World War I; correspondence with Presidents Dwight D. Eisenhower and John F. Kennedy; aviation policy; personal matters; and other topics.
