AGENCY HISTORY

The 1949 Inaugural Committee was established by President-elect Harry S. Truman under the general chairmanship of Melvin D. Hildreth on November 14, 1948. It was organized with an executive staff and 52 committees. The 1949 Inaugural Committee was disbanded by June 30, 1949.

COLLECTION DESCRIPTION

The Records of the 1949 Inaugural Committee contain correspondence, memoranda, notes, reports, press releases, pamphlets, agendas, meeting minutes, lists, notes, vouchers, newspaper clippings, spreadsheets, bank statements, and other materials related to the planning and execution of the 1949 Presidential Inaugural events.

The first series, the General Chairman’s File, contains correspondence, memoranda, notes, newspaper clippings, and other materials. This series deals with minor administrative matters that were largely handled by the General Chairman, Melvin Hildreth.

The second series, Chairman’s Committee Reports and Invitations File, contains reports, correspondence, and other materials. This series contains extensive material related to the Freedom Train, a traveling museum of important American historical documents that traveled throughout the United States over the course of one year. It visited all 48 states and stopped in Washington, D.C. in time for the Inaugural in 1949. These materials include scripts for promotional radio advertisements related to both the documents on the train and issues related to “good citizenship” that the train endeavored to promote. This series also contains acceptances and regrets from people invited to attend the Inaugural events.

The third series, the Administrative File, contains correspondence, memoranda, meeting minutes, press releases, vouchers, and other materials. Topics addressed in this series include obtaining office space, telephone service, staff, parking spaces, equipment, postage, and other administrative matters.

The fourth series, the Secretary’s Office File, contains correspondence, memoranda, notes, lists, newspaper clippings, and other materials. Topics covered include requests for tickets to Inaugural events that were sent to J. Howard McGrath, Chairman of the Democratic National Committee; acceptances to serve on the General Inaugural Committee; and other matters handled by Katherine Blackburn, the secretary of the Committee.

The fifth series, the Archivist’s General File, contains correspondence, notes, lists, memoranda, meeting minutes, press releases, and other materials. Topics covered include staffing considerations; references and resources related to past presidential inaugurations; daily diaries for the General Chairman, Melvin Hildreth, and the Archives Committee; and managing the records of the Committee.

The sixth series, the Archivist’s Committee File, contains correspondence, memoranda, notes, reports, pamphlets, and other materials. This series contains information about the work of the Inaugural subcommittees kept by the Archivist for the Inaugural Committee.

The seventh series, the Newspaper Clipping File, contains notes and newspaper clippings. The clippings cover the preparations for the Inaugural and the Inaugural events themselves. They begin on November 8, 1948 and last through January 25, 1949, several days after the Inauguration. The clippings came from Washington, D.C. newspapers.

The eighth series, the Publicity Office File, contains correspondence, memoranda, notes, newspaper clippings, press releases, draft press releases, scripts for radio advertisements and other radio spots, reports, and other materials. Much of this material regards how the Inaugural Committee promoted events such as the Inaugural Parade and the Inaugural Ball and Gala. These were events that the public could attend or had high public interest.

The ninth series, the Budget and Audit Control File, contains spreadsheets, correspondence, bank statements, reports, cancelled checks, notes, vouchers, and other materials. The topics covered in this series include the finances of the Inaugural Committee and payments that were made, including payments for staff.

The tenth series, the Committees General File, includes correspondence, memoranda, blueprints, receipts, meeting minutes, reports, and other materials. Topics covered include financial information about the appropriations available for each committee, the involvement of executive branch agencies and departments, and tickets made available to executive departments.

The eleventh series, the Hospitality and Housing Committee File, contains correspondence, memoranda, forms, meeting minutes, and other materials. Topics covered include issues obtaining housing for Presidential Electors, state delegations, and all visitors coming to Washington, D.C.; forms and lists for people seeking housing as well as people in the Washington, D.C. area making their homes available for visitors; churches and other institutions making their buildings available for housing; legal issues; and publicizing the work of the Committee to people needing housing.

The twelfth series, the Inaugural Ball Committee File, contains correspondence, memoranda, lists, and other materials. The majority of this series consists of requests for invitations and replies, both acceptances and regrets. Also included in this series is paper samples and samples of invitations and tickets.

The thirteenth series, the Medals and Tickets File, contains correspondence, deposit slips, vouchers, spreadsheets, and other materials. With regard to requests for Inaugural medals, this series only contains correspondence for people and organizations beginning with the letters A and B. This series also includes information about insurance coverage for all aspects of the Committee.

The fourteenth series, the Parade and Special Events File, contains correspondence, memoranda, vouchers, appointment book, notes, meeting minutes, newspaper clippings, reports, and other materials. Topics covered include planning for celebrities to attend the gala, gala logistics and rental of equipment, parade floats, ticket requests, and other issues.

The fifteenth series, the State Groups Committee File, contains correspondence, memoranda, lists, reports, spreadsheets, notes, and other materials. This Committee hosted a reception for state Governors and State Delegations and this series includes the invitations and replies for that event, as well as information about events planned by various State Societies in Washington, D.C. for the Inaugural.

The sixteenth series, the Transportation and Veterans File, contains correspondence, agendas, meeting minutes, memoranda, newspaper clippings, notes, and other materials. Topics covered include rail and airline transportation arrangements to Washington, D.C.; ground transportation in and around Washington, D.C., including bus and cab services; vehicles to be used in the Inaugural Parade; license plates and tags for vehicles; individual veterans and veterans groups coming to Washington, D.C. for the Inaugural; and other matters.
