AGENCY HISTORY NOTE

By General Order 1 on October 2, 1945, General Douglas MacArthur was designated as the Supreme Commander for the Allied Powers [SCAP], as agreed to by the Governments of the United States, the United Kingdom, the Republic of China, and the USSR. SCAP was responsible for enforcing Japanese compliance with the Instrument of Surrender, signed September 2, 1945. A Joint Chiefs of Staff memorandum dated October 11, 1950, directed the Commander-in-Chief Far East, General Douglas MacArthur, to organize a civil administration for the Ryukyu Islands, at which time the publication of the reports was transferred to the new agency.
