BIOGRAPHICAL NOTE

Charles Springs Murphy was born on August 20, 1909 in Wallace, North Carolina. In 1931, he received his bachelor’s degree from Duke University, and his law degree from the school in 1934. From 1934 to 1946, he worked for the Office of Legislative Counsel in the United States Senate. In 1947, he became an Administrative Assistant to President Harry S. Truman, a position he held until 1950. In 1950, he became Special Counsel to President Harry S. Truman and he held that position until the end of the Truman Administration in 1953. From 1953 until 1961, he worked for a law firm, Morison, Murphy, Clapp & Abrams. Beginning in 1957, he served as Counsel to the Democratic National Advisory Council and held that position until 1960. From 1960 until 1965, he served as the Under Secretary of Agriculture. From 1965 until 1968, he served as Chairman of the Civil Aeronautics Board. From 1968 until 1969, he served as a Counselor to the President. In 1969, he returned to his law practice and stayed at the firm until 1979. He also served on the Harry S. Truman Library Institute Board of Directors from 1969 until 1981. From 1979 until 1983, he worked for the law firm of Baker & Hostetler. On August 28, 1983, he died in Anne Arundel County, Mayland.

The Charles S. Murphy Papers contain correspondence, memoranda, notes, press releases, clippings, speeches and speech drafts, publications, and other materials relating to his various roles in the government during the Harry S. Truman, John F. Kennedy, and Lyndon B. Johson presidential administrations, his membership in the Democratic Party, and his work as an advisor to President Harry S. Truman after he left office.

This collection comprises seven series. The first series, the Truman White House File, contains correspondence, memoranda, notes, press releases, clippings, speeches and speech drafts, publications, and other materials relating to Charles S. Murphy’s role in the administration of President Harry S. Truman. Topics covered in this series include powers of the President (especially related to the Korean War), the Truman Administration loyalty program, personal matters, the Democratic Party, the Taft-Hartley Act, Congressional relations, drafts of President Truman’s will, and other matters.

The second series, the Former President Harry S. Truman File, contains correspondence, press releases, speeches and speech drafts, itineraries, newspaper clippings, publications, and other materials related to Charles S. Murphy’s role as an advisor to Mr. Truman. Topics addressed in this series include passage of the Presidential Libraries Act of 1955, fundraising for the Harry S. Truman Presidential Library, speeches delivered by Former President Truman, the 1956 and 1960 presidential campaigns, Democratic Party issues, personal matters, and other matters.

The third series, the Truman Library Institute File, contains correspondence, publications, memoranda, notes, financial records, newspaper clippings, speeches, reports, and other materials regarding the Truman Library and its non-profit partner, the Harry S. Truman Library Institute. Topics covered include the creation of the Truman Library, fundraising for the Library and Institute, the building and construction of the Truman Library, events sponsored by the Library and Institute, and other matters. This series contains materials from the Institute’s predecessor organization, Harry S. Truman Library, Inc.

The fourth series, the Under Secretary of Agriculture File, contains correspondence, speeches, transcripts, appointment books, reports, memoranda, notes, newspaper clippings, publications, and other materials related to Charles S. Murphy’s service as Under Secretary of Agriculture during the administrations of President John F. Kennedy and Lyndon B. Johnson. Topics covered include departmental policies and administrative matters, issues related to various agricultural commodities including sugar, cotton, and grain, international agricultural agreements, and other matters.

The fifth series, the Civil Aeronautics Board File, contains correspondence, speeches, notes, press releases, memoranda, newspaper clippings, publications, reports, and other materials related to Charles S. Murphy’s service with the Civil Aeronautics Board. Some of materials in this series also relate to Murphy’s previous position with the Department of Agriculture, as he maintained an interest in activities in that Department. He also served as a counselor to President Lyndon B. Johnson while he served with the Civil Aeronautics Board, and some of this material relates to larger issues within the Johnson Administration. Topics covered in this series include air cargo issues, airline routes and airline charges and costs.

The sixth series, the Subject File, contains correspondence, notes, newspaper clippings, memoranda, reports, press releases, memorabilia, speeches and speech drafts, and other materials. The topics covered include Charles S. Murphy’s involvement in Duke University as a prominent alumnus; the Democratic Party, the Democratic National Committee, and political issues; aeronautics and aviation; agriculture policy; presidential campaigns from 1948 through 1976; and other matters.

The seventh series, the Correspondence File, contains copies of outgoing correspondence and notes by Charles S. Murphy. The correspondence is a mix of personal and professional subjects.
