COLLECTION DESCRIPTION

The papers of Robert C. Goodwin include correspondence, memoranda, speeches and speech drafts, appointment calendars, reports, and printed material relating to Goodwin's career as administrator of the federal government's unemployment insurance program from 1948 to 1974. The collection also documents other aspects of Goodwin's service as an official with the Department of Labor and with other government agencies, his involvement in the mobilization of manpower for defense purposes during World War II and the Korean War, and his continued interest in unemployment policy following his retirement from federal service.

There are four series in Goodwin's papers. The first series, the Subject File, consists of material that was donated to the Truman Library and opened for research in 1970. It includes reports and memoranda relating to Goodwin's service with the War Manpower Commission during World War II, with the U.S. Employment Service after the war, and with the Defense Manpower Administration during the Korean War.

The rest of the collection, consisting of a Government Service File, a Department of Labor File, and a Retirement File, was donated to the Truman Library in 2000 and opened for research in 2004. The Government Service File contains material documenting Goodwin's career as a county work relief director and public welfare official in Ohio during the Great Depression, as well as his service with the federal government beginning in 1937. The series includes correspondence, memoranda, speeches and speech drafts, appointment calendars, address books, financial records, photographs, printed material, and reports. It is made up of nine subseries, corresponding to the government positions held by Goodwin: Director, Hamilton County (Ohio) Work Relief Program; Director, Hamilton County (Ohio) Department of Public Welfare; Regional Representative, Bureau of Public Assistance, Social Security Board; Regional Director, Social Security Board, Cleveland, Ohio; Regional Director, War Manpower Commission, Cleveland, Ohio; Executive Director, War Manpower Commission; Director, U.S. Employment Service; Director, Bureau of Employment Security; and Executive Director, Defense Manpower Administration.

The Department of Labor File is the largest series, comprising about three-fourths of the collection. It is made up of six subseries: the Appointment File, Personal File, Congressional File, General File, Speech File, and Trip and Conference File.

The Appointment File contains Goodwin's appointment books from 1949 to 1973. The Personal File includes congratulatory correspondence marking Goodwin's appointment as Executive Director of the Defense Manpower Administration in 1950 and the passage of important unemployment amendments by Congress in 1970. It also contains school and personnel records documenting Goodwin's education and employment. The Congressional File includes printed material, reports, and correspondence relating to the budget requests of the Department of Labor and the testimony of Goodwin and other officials before Congressional committees.

The General File contains charts, correspondence, handwritten notes, memoranda, newspaper clippings and other printed material, photographs, reports, speeches and speech drafts, and personnel lists pertaining to the Bureau of Employment Security, which Goodwin administered from 1948 to 1974. This material documents such issues as executive training, personnel management, Medicare, migratory labor, and the official response to criticisms of the unemployment program that appeared in Life and Reader's Digest magazines. The Speech File contains drafts of speeches and remarks by Goodwin on unemployment, manpower needs during the Korean War, defense mobilization, personnel issues, the problems of migrant farm workers, and technological change. His audiences included professional and civic organizations, conferences, and veterans' groups. Many of the speeches were delivered to meetings of the International Association of Personnel in Employment Security (IAPES). This subseries also includes speeches by other Labor Department officials. The Trip and Conference File contains agendas, correspondence, memoranda, photographs, printed material, reports, speeches and speech drafts, and transcripts documenting Goodwin's official business trips and his participation in professional conferences, meetings, and special events. Included is information on his trips to Europe to confer on international labor problems, and his involvement in negotiations with Mexican authorities on the issue of migrant farm workers from Mexico.

The last series, the Retirement File, contains information relating to Goodwin's professional activities following his retirement from the federal government in 1974. It includes correspondence, memoranda, financial records, printed material, reports, and speeches and speech drafts documenting his service as Associate Vice President of the Interstate Conference of Employment Security Agencies (ICESA) from 1974 to 1979, and his subsequent work as a consultant to the National Commission on Unemployment Compensation. The series also contains some biographical information on Goodwin.

The collection includes many copies of legislation, government documents, and official reports relating to unemployment, labor problems, and mobilization. This information helps document the development of the federal-state unemployment program from its origins in the Social Security legislation of the 1930s through the economic problems of the 1970s. Related information can be found at the Truman Library in an oral history interview with Goodwin and in the papers of John W. Gibson, Stephen J. Spingarn, John R. Steelman, and Harry S. Truman (Official File and President's Secretary's Files).
