The papers of Robert N. Golding include correspondence, speeches, transcripts of Congressional hearings, press releases, handwritten notes, drafts of reports, and other documents pertaining to Golding's service with the Joint Congressional Committee on Foreign Economic Cooperation, the Economic Cooperation Administration (ECA), and the Mutual Security Agency (MSA) during the Truman Presidency. The collection is arranged in one series, a Chronological File.

The collection contains copies of the outgoing and incoming correspondence of Golding as a Special Counsel for the Joint Committee on Foreign Economic Cooperation in 1949-1950, and as a Consultant and Special Assistant with the ECA and the MSA from February 1950 to January 1952. Many reports made by the Joint Committee on Foreign Economic Cooperation, the Special Subcommittee of the Senate Appropriations Committee on Foreign Economic Cooperation, the National Security Council, and various Congressional committees are also included in the collection. Golding prepared articles and his own reports on the state of European economic and political affairs which are included in the collection, as copies edited by his colleagues.

Reflected in the collection are Golding's involvement with the economic recovery of Europe following World War II through the Marshall Plan, and the efforts of the United States to combat the perceived threat of the Soviet Union in Eastern Europe. Golding discusses in his reports the danger of Soviet influence and his plan to subvert open conflict with the Soviet Union through trade.
