BIOGRAPHICAL NOTE

Francis F. Lincoln was born on March 29, 1890. In 1910, he graduated from Harvard University with a degree in Economics. In 1913, he married his first wife, Charlotte Treadwell. Beginning in 1935, he worked for William O. Douglas with the Securities and Exchange Commission. In 1944, he transferred to the Department of State to work on fiscal and monetary issues in Italy and Greece that the United States expected to come about following the end of World War II. In September 1947, he traveled to Greece as part of the delegation for the American Mission for Aid to Greece. The economic portion of that project was eventually transferred to the Economic Cooperation Administration, which administered the Marshall Plan. He returned to the United States in 1950, and worked on Greek, Turkish, and Iranian economic affairs in the Department of State’s Near East Division. He also participated in talks for the General Agreement on Tariffs and Trade throughout the 1950s. In 1955, Charlotte died. In 1957, Francis Lincoln married his second wife, Katherine Fite, who also worked at the State Department. He retired from the State Department in 1962.On August 5, 1968, Francis Lincoln died in Washington, D. C.

COLLECTION DESCRIPTION

The Francis Lincoln Papers consist of correspondence, diaries, memoranda, newspaper clippings, press releases, reports, memorabilia, and other items primarily relating to Greek economic issues and their relationship with the United States. It is arranged into two series.

The first series, the Subject File, contains correspondence, diaries, memoranda, newspaper clippings, press releases, reports, memorabilia, and other items. Much of this material pertains to internal conditions in Greece, where Lincoln spent over a year working on an aid program to help that country overcome the devastation of World War II. Some of the material in this series is printed in Greek. The series includes Mr. Lincoln’s diaries, which not only document his time in Greece but also his earlier work with William O. Douglas at the Securities and Exchange Commission. The series also includes personal correspondence written by Lincoln to his first wife and children while he worked in Greece.

The second series is the Publications and Reports File. This series contains correspondence, memoranda, newspaper clippings, reports, publications, and other materials relating primarily to financial and monetary affairs in Greece, but also to other countries in the Near East region. Much of this material concerns the use in Greece of foreign aid from the United States and other countries. A small amount of this material, mostly newspaper clippings, is printed in Greek.

Related collections at the Truman Library include the papers of Harry S. Truman (the Official File and President’s Secretary’s Files), John O. Coppock, Dwight Griwold, Harry N. Howard, Joseph M. Jones, Paul A. Porter, Paul R. Porter, Marvin Sorkin, and James Warren. The Library also has the papers of Lincoln’s second wife, Katherine Fite Lincoln.
