BIOGRAPHICAL NOTE

Francis Patrick Matthews was born on March 15, 1887 in Albion, Nebraska. He graduated from Creighton University in 1913. From 1913 until 1949, he worked as an attorney in Omaha, Nebraska. On November 24, 1914, he married his wife, Mary Claire Hughes. From 1932 until 1936, he was the Chairman of the Douglas County, Nebraska Democratic Central Committee. From 1939 until 1945, he served as the Supreme Knight of the Knights of Columbus. From 1945 until 1948, he served as the Chairman of the Committee on Socialism and Communism of the United States Chamber of Commerce. From 1946 until 1947, he served as a member of the President's Committee on Civil Rights. In 1949, he became Secretary of the Navy, holding that position until 1951. In 1951, he was named United States Ambassador to Ireland, a position he held until 1952. On October 18, 1952, he died in Omaha, Nebraska.

COLLECTION DESCRIPTION

The papers of Francis P. Matthews consist of correspondence, speech drafts, printed materials, invitations, appointment logs, and other documents regarding his service as Secretary of the Navy and Ambassador to Ireland during the administration of President Harry S. Truman, and his various religious, civic, and political activities. The papers are arranged in fifteen series.

The first series is the Douglas County (Nebraska) Democratic Central Committee File, which contains correspondence, printed materials, application forms, lists of names, and financial records relating to Matthews’s activities as a Democratic Party leader in Omaha, Nebraska. The papers in this series reflect his involvement in political issues and campaigns, his role in the distribution of local patronage, and his support for the policies of Presidents Franklin D. Roosevelt and Harry S. Truman.

The second series, the Knights of Columbus File, contains correspondence, printed materials, and other documents concerning Matthews’s association with that organization, his service as Supreme Knight, and a testimonial dinner held in his honor in 1939. The series also includes materials relating to a controversial speech delivered by Supreme Court Justice Frank Murphy at the Knights of Columbus Convention in 1941.

The third series, the Community Service File, contains correspondence, printed materials, press releases, minutes of meetings, reports, financial records, and other items relating to Matthews’s activities as a prominent Catholic layman, and especially his involvement with the National Catholic Welfare Conference (NCWC) and the National Catholic Community Service (NCCS). The series includes information about his missions to England, Ireland, and Italy to coordinate social welfare and relief services during World War II. Also included is information concerning the social welfare activities of other organizations.

The fourth series, the Committee on Socialism and Communism File, contains correspondence, printed materials, drafts of speeches and reports, and other items pertaining to Matthews’s service as chairman of a committee established by the U.S. Chamber of Commerce to expose and combat communist activities in the United States during the late 1940s. Included is correspondence with Catholic clerics, Chamber of Commerce officials, and the general public, along with transcripts of anti-communist radio broadcasts by Fulton J. Sheen and copies of the committee’s reports on alleged communist infiltration of government and organized labor.

The fifth series, the President’s Committee on Civil Rights File, contains staff memos and other correspondence, minutes and transcripts of meetings, printed materials, and other documents relating to Matthews’s service on the President’s Committee on Civil Rights (PCCR). Matthews was appointed to the PCCR by President Truman in 1946. This series includes memos prepared by the PCCR staff that are devoted to issues such as lynching, discrimination in employment and housing, and the civil rights of African-Americans and other minority groups in the United States. Also included are statements and messages from interested groups such as the National Urban League and the American Jewish Committee, and from citizens who supported or opposed new civil rights legislation.

The sixth series is the Secretary of the Navy: Appointment Congratulations File. It contains letters and telegrams to Matthews on the occasion of his appointment as Navy Secretary by President Truman in 1949, and copies of Matthews’s letters in reply to this correspondence. Many of the congratulatory messages were from friends in Nebraska or prominent religious and political figures. The series also contains printed materials that were enclosed with the messages, and a few other documents relating to the announcement of Matthews’s appointment and his swearing-in ceremony as Secretary of the Navy.

The seventh series, the Secretary of the Navy: Correspondence File, is the largest series in the collection. It contains letters, memos, transcripts of telephone conversations, printed materials, and other documents relating to Matthews’s duties as Secretary of the Navy. The correspondence pertains to personnel issues, inquiries from members of Congress, Matthews’s 35th wedding anniversary and other personal milestones, the controversial dismissal of Admiral Louis Denfeld as Chief of Naval Operations, Navy contracts, social and ceremonial occasions, and the Korean War.

The eighth series, the Secretary of the Navy: Appointments and Daily Logs File, contains Matthews’s daily schedules of appointments during his tenure as Secretary of the Navy, records of his visitors and telephone calls, and transcripts of selected telephone conversations. Many of the transcripts are interfiled among the appointment logs.

The ninth series, the Secretary of the Navy: Invitations File, includes correspondence, itineraries, invitations, speeches and speech drafts, printed materials, lists, and other documents concerning events that the Secretary attended or was invited to.

The tenth series, the Secretary of the Navy: Speech File, is composed of speeches, statements, and drafts prepared by Matthews and his staff for various public events and special occasions, along with related printed materials and other documents. The series also includes public mail regarding the speech Matthews delivered at the Boston Naval Shipyard on August 25, 1950, in which he proposed the controversial doctrine of "preventive war."

The Secretary of the Navy: Investigation File is the eleventh series in the collection. It includes statements made by Secretary Matthews and other military officials before the House Armed Services Committee during its investigation of the B-36 bomber program in October, 1949. The investigation dealt with criticism by many U.S. Navy officers, who were concerned about the program’s implications for the future of naval aviation. Secretary of Defense Louis Johnson, former President Herbert Hoover, and representatives of each branch of the armed forces presented statements to the committee.

The twelfth series is the Secretary of the Navy: General File. It includes copies of miscellaneous speeches and statements by high-ranking officers of the U.S. Army and Navy, and by Secretary of State Dean Acheson, Secretary of Defense Louis Johnson, and other Truman administration officials. Also included are newspaper articles and news summaries prepared by the Defense Department’s Office of Public Information. Most of the materials in the series are concerned with military affairs: especially the controversy surrounding the B-36 program and the relief of Admiral Denfeld.

The thirteenth series, the Ambassador to Ireland File, contains correspondence, printed materials, invitations, and other documents relating to Matthews’s service as Ambassador. The correspondence includes congratulatory messages on his appointment, requests for assistance from various people, and letters relating to social events and personal affairs. The series also includes a briefing book about Ireland, an information bulletin produced by the Irish government, drafts of a speech Matthews delivered at University College in Cork, materials concerning the 1952 Democratic National Convention, and information about a testimonial dinner in Matthews’s honor that was held in Washington, D.C. before he left for Dublin.

The fourteenth series, the Printed Materials File, contains newspaper articles and other published items relating to Matthews and his career. Most of these materials concern his service as Supreme Knight, his wartime missions to Europe, his involvement with the Committee on Socialism and Communism, his work with the President’s Committee on Civil Rights, and his service as President Truman’s Secretary of the Navy and Ambassador to Ireland. Included are many articles from English and Irish newspapers, as well as pamphlets and booklets relating to Communism and civil rights issues. The newspaper articles also contain information about Irish neutrality during World War II, the B-36 controversy, the dedication of the National Memorial Cemetery of the Pacific in Hawaii, and the firing of General Douglas MacArthur during the Korean War.

The fifteenth series, the Subject File, consists mostly of materials that were donated to the Library and added to the Matthews Papers some years after the collection was opened for research. Among these materials are letters and other documents relating to personnel matters, the B-36 controversy, the "preventive war" speech, and other issues that Matthews confronted as Secretary of the Navy; papers relating to Ireland; correspondence with Franklin D. Roosevelt, Harry S. Truman, and Dwight D. Eisenhower; reports prepared by the State Department’s Advisory Committee on Voluntary Foreign Aid; drafts of speeches delivered by Matthews; correspondence and printed materials relating to his death; and memorabilia.

The papers of John L. Sullivan, who preceded Matthews as Secretary of the Navy, and the papers of Dan A. Kimball, who succeeded him in that office, are also at the Truman Library.
