THE PRESIDENT
Commented on new housing set-up. Gen. Fleming--Creedon, Foley.
ANDERSON
Republicans have set in motion plans to transfer sugar rationing to Dept of Agriculture... pressure now on to increase rations. Is of opinion we should not increase rations, at least before April 4th.
THE PRESIDENT
Enforcement problem is reason it should not be transferred at this time. War & Navy depts. - asked for Cabinet discussion on program for civilian defense. Asked for suggestions in writing.
ANDERSON
British keep bringing up request for Cabinet discussion of food situation. They fear situation is so acute it may cause Cabinet changes and threatens stability of British Govt. Other countries will oppose if they are to be affected and their own allocations reduced.
THE PRESIDENT
Does not want to play favorites but if it comes to point where decision has to be made between U. K. and some other country--thinks it should be resolved in favor of U. K.
ANDERSON
Italians ate too much and now are short. British held the line on rationing and feel they should not be penalized for doing so.
THE PRESIDENT
Directed Anderson to work it out with the IEFC to the best interests of the U. S.
HARRIMAN
Inland Transportation is #1 bottleneck.
FORRESTAL
Does not want to see maritime service to go to pot--the subject requires a lot of thought and study.
THE PRESIDENT
Suggested that Congressional inquiries relating to policy be cleared with Steelman. Does not want to have anyone speak for him on proposed legislation before his message to Congress.
HARRIMAN
Thinks Nathan report should be studied. It is misleading.
THE PRESIDENT
Get the facts and prepare for Cabinet discussion.
SCHWELLENBACH
Wants to avoid the mistake we made last year by setting a pattern for wage-- as in the steel strike.
THE PRESIDENT
Agreed with Schwellenbach.
KRUG
Suggests analysis of Am. economy to determine what projections be made to anticipate industry requirements, production estimates, etc. However the things to be accomplished can not be achieved in the time available.
