Mr. Rusk saw the Secretary at 10:20 to brief him on the Palestine situation. It was agreed that Mr. Rusk would testify Monday before the Senate Foreign Relations Committee on the problem of Arab refugee relief.
Dr. Frank Graham has submitted to the Department a paper on Indonesia he wishes to publish. Graham is presently a Special Consultant to the Secretary of State. It was agreed that Dr. Graham could resign from this Government position and he would then of course be free to publish anything he wished subject to appropriate security provisions-or he could stay on as Special Consultant to the Secretary but not publish his article.
Rusk has action on this problem.
