MEMORANDUM
The President at yesterday's meeting with the Secretary asked the Secretary to see if he had a diplomatic post for which Mr. Arthur Hill would be suitable. Mr. Hill is the recently retired Chairman of the National Security Resources Board. The President sent him on a special mission to Cuba, where, in the President's view, he performed an excellent job in a very discreet manner. He speaks Spanish.
Please have the Department come up with some suggestions so that the Secretary can be briefed prior to his regular meeting with the President on Monday.
