Subject: Ambassador Belt's Farewell Call

The Cuban Ambassador, Señor Guillermo Belt, called on me today to say good- bye. After the usual exchange of pleasantries, the Ambassador said that although his Government had offered him the post of Chief of Mission at London, he had decided to resign from the diplomatic service and to return to his law practice in Habana. He said that he had reached this decision because he had to consider the education of his children and also because for political reasons he considered it desirable to be in Habana. I remarked that there are certain advantages to alternating public service and private practice.

The Ambassador stated that he had thoroughly enjoyed his stay in the United States and that his association with me had been a great honor and privilege for him. In thanking the Ambassador for his kind remarks, I commented on my pleasant association with him and wished him success on his return to private life.
