His Excellency H. T. Andrews, Ambassador Designate of the Union of South Africa, called upon me at 3:30 p.m. today to pay his respects and to leave with me a copy of his Letter of Credence and of the Remarks to be made when he is received by the President. He was presented by Mr. Woodward, Chief of Protocol.
During the course of our brief conversation the Ambassador said that his Government was at present negotiating with "Wall Street" for a loan to develop the resources of his country, and that the bankers whom the South African Government had approached were discussing the loan with the Export Import Bank, which is apparently considering participation. The amount of the loan was not specified.
