THE SECRETARY

Secretary Brannan has been trying to get hold of Mr. Acheson over the telephone. The matter is the British answer to Mr. Acheson's proposals to the British Ambassador at their meeting on the Wheat Agreement. Secretary Brannan would like the following message given to Mr. Acheson:

The contents of the reply are not satisfactory, but the area of difference should not be construed as irreconcilable. He would like to have Secretary Acheson convey a general impression about the recent memorandum to the British Ambassador, following which the matter would go back into the original channels of negotiation. Secretary Brannan is of the impression that no action should be taken until Secretary Acheson has talked with the British Ambassador. A very brief telephone conversation with Secretary Brannan would give Secretary Acheson the information for a very brief telephone conversation with the British Ambassador. This in turn would release them to go ahead with the negotiations.
