Ambassador Thomen and Dr. Troncoso called on me this afternoon. Dr. Troncoso said that he had come to Washington two weeks ago to discuss with officials of this Government a number of trade matters relating to the forthcoming GATT meeting at Annecy, France. I inquired whether discussions with officers of the Department had been helpful and Dr. Troncoso replied in the affirmative.

Dr. Troncoso remarked that the Dominican Republic was particularly interested in obtaining a larger share of the United States sugar quota and that he had taken advantage of his visit to Washington to discuss this point with officers of the Department. He added, however, that he was fully aware of the quota problem and that while he realized that the Dominican Government did not have a right to ask for better treatment, he did feel that it was their privilege to do so. The Ambassador remarked that it was particularly important to have such discussions before new sugar legislation is considered. I inquired whether new sugar legislation was contemplated at this time. Mr. Walker replied that so far as he knew, no new legislation was contemplated and that the Sugar Act of 1948 does not expire until 1952.
