S/S - Mr. Humelsine:

Secretary Forrestal called me this morning to ask our opinion as to whether it would be all right for General Bradley to go on the air on April 10 to discuss the "military desirability" or "defensive aspects" of the Pact. Secretary Forrestal was a little worried that such a speech might be criticized as the initiation of policy by the War Department.

I asked him whether April 10 was any particular day. He said he thought not, and that he was of the opinion that Francis Russell was the one who had suggested General Bradley make such a speech. I said I would look into the matter and call him back.

Will you let me know whether this is our idea and let me have your opinion on the matter?
