Subject: Suggestion that Mr. Churchill be invited to address the Senate

The Secretary telephoned Senator Connally this afternoon to advise against the Senate inviting Mr. Churchill, since he is of the opposition party, and his presence here is just a few days in advance of Mr. Bevin's arrival. The Secretary felt that if the Senators wanted to have a luncheon in his honor and invite him into the speaker's box, and have him meet some of the leaders, this would be fine.

Senator Connally agreed completely with the Secretary and said it was not his idea, but the suggestion of some of his colleagues.

Re Mr. Churchill addressing the Senate

I told the President that Senator Connally had spoken to me about the desires of some of the Senators to have Mr. Churchill address the Senate. I recommended against this.

The President very strongly agreed to this recommendation. He thought I should telephone Senator Connally and make the recommendation to him.
