The President's April 10 United Nations Speech
The President told me that due to the situation on the Hill he had decided that he would cancel his engagement to speak in New York at the April 10 cornerstone laying at the United Nations Headquarters.
He regretted having to do this, but he felt that he should not leave Washington now, and that in his address before the Foreign Ministers he could take a strong United Nations position which might make up for his failure to be in New York.
