Speech for Vice President Barclay on the Atlantic Pact
Vice President Barclay told me this morning that he was to speak before the Kentucky Bar Association sometime next week and that he would like to speak on the Atlantic Treaty. He asked that we send him over some material for a speech. I suggested that the Department might draft out a speech which he could then adapt to his own use and could also send him some material.
I suggest therefore that we
(1) Telephone the Vice President's office and tell him that the Vice President's request is in the works and that he will get some material on Wednesday or Thursday.
(2) We draft a speech along the lines of Mr. Bohlen's address and mine.
(3) That we send the Vice President the State Department's publication on the treaty, the text of the treaty, and such other documents as we think will help him.
