MEMORANDUM OF CONVERSATION WITH THE PRESIDENT
The President's Atlantic Pact Speech
I went over the proposed paragraph as modified in the meeting in my office with the President and obtained his approval. The paragraph as presently contained in the draft which he has is the paragraph before amendment. Whoever is in charge of this should get in touch with Mr. Clifford and give him the revised form. As revised, it contains the phrase "under my authority and instructions." I think it would be better to leave the final "s" off "instructions."

MEMORANDUM OF CONVERSATION WITH THE PRESIDENT
Projected German talks with Mr. Bevin and Mr. Schumann
I went over the approach as contained in the first paper under Tab 4 with the President which he thoroughly approved. I left with him Part I of the Policy Statement, which he will read during lunch and then instruct me as to his approval or disapproval.
I did not have time to reach other items on the agenda.

MEMORANDUM OF CONVERSATION WITH THE PRESIDENT
Appointment of Mr. O. A. Knight
I briefly discussed with the President the possibility of appointing Mr. Knight. The President thought the idea a good one but felt strongly that we should talk with Mr. John Steelman before going any further with the idea.
