MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

a. Additional comments on Missions covered at prior discussion.
Argentina
The President said that Mr. Griffis would arrive in town on Monday and that it would require some persuasion on his part and ours to get him to go to Argentina. The President will do the best he can and believes he should be successful. We should also point out to him the great importance of this mission.
France
The President approves the selection of Mr. Bruce.
Mexico
While the President has no immediate change in mind, he would like us to consider carefully Mr. Hill, former Chairman of the NSRB. Mr. Hill performed a delicate mission for the President in Cuba and he believes that he is well fitted for the post in Mexico, particularly as the President wishes to have a competent businessman who can give advice on oil and other developments in Mexico.
USSR
The President approves the recommendation of Ambassador Kirk.
Australia
The President would like to appoint as Ambassador to Australia Mr. Wright Morrow of Texas, who is at present in El Salvador. The President hopes that we can agree with this desire of his, but is not ordering us to do so.
Mr. Bohlen
The President approved the idea of Mr. Bohlen going as Minister to France under Mr. Bruce.
Bulgaria and Czechoslovakia
In connection with the appointment of Mr. Simmons to Bulgaria and the recommendation that Mr. Jacobs be left in Czechoslovakia, the President again asked me to review their records to be sure that we were getting top flight Foreign Service officers. He impressed upon me again the importance he attached to getting full and perceptive reports from behind the Iron Curtain.

The President approved all the recommendations on this page from Uruguay through Iceland, with the exception that Mr. Morrow who is recommended for El Salvador the President wishes to have sent to Australia.

The President approved the suggestion of sending Mrs. Eleanor McAdoo as Minister to Luxembourg but asked us also to consider the possibility of sending her to Denmark. I think the Luxembourg post would be satisfactory to the President.
Netherlands
The President approved the recommendation of sending Mr. Capus Waynick.
All other recommendations on this page were approved.
