Memorandum of Conversation -
The Secretary, on his return from Cabinet meeting today, told me that it had been decided not to send up the Military Assistance Program legislation until completion of the debate in the Senate on the North Atlantic Pact. The Secretary said that the Vice President told him that debate on the Pact would begin about Tuesday and that, except for a brief discussion on ECA appropriations, no interference was expected in the debate. The Vice President anticipates that debate will be completed about July 20.
Congress, according to the Vice President, will remain in session until Labor Day.
