SUBJECT: The Austrian Treaty

Dr. Kleinwaechter called on instructions from Dr. Gruber to express the thanks of the Austrian Government for the progress made on the negotiations of the Austrian Treaty at the recent Parish conference. He asked that this expression of gratitude be extended also to Mr. Jessup and to Mr. Reber.

In thanking the Minister for his expression of gratitude I expressed the hope that agreement might be reached on the Austrian Treaty. I pointed out to him the difficult sections which are still subject to negotiation, particularly the question of the export of net profits and the settlement of disputes arising out of Article 35 in the Treaty. I stressed the fact that care must be taken in drafting both of these sections since it was not clear at the Paris meeting exactly what the Soviet delegation desired. I assured the Minister that the U.S. Delegation will devise means in the Treaty which will safeguard Austria in the future.

In response to the Minister's question about the final completion of the Treaty I stated that I saw no difficulties if agreement were reached by the Deputies and that it is possible that the final agreement might be achieved through normal diplomatic channels.

I informed the Minister that I would extend his expression of gratitude to Mr. Jessup and Mr. Reber.
