Ed Foley, Under Secretary of the treasury, telephoned July 17 afternoon to find out if the Secretary had shown the President the exchange of cables dealing with Secretary Snyder's desire to visit Athens. The Secretary said the only cable he had seen in connection with this was a cable from Grady which said something about Snyder arriving in Athens on Friday.
Foley said that Snyder had stated, in a cable sent to him at Rome, that Grady had told him not to come to Greece and that Snyder replied that in view of Grady's message he would omit the Athens trip. Foley said it appeared that Grady was not going to be in Athens during the weekend and had indicated that if Snyder wished to come anyhow it would be all right.
The Secretary said he would buzz Dean Rusk right now and get a full report. The Secretary, after talking to Rusk, told Foley that we had not as yet a complete report.
Foley said he wanted to be sure that the Secretary had taken the matter up with the President and the Secretary said he had told the President about it. The Secretary said that we had suggested to Snyder that he get in touch with Grady, use his own judgment, and do what he thought was right.
Foley asked if there was anything he could do. The Secretary said he didn't think so and that when we received a report from Grady he could explain fully what happened.
