The Secretary telephoned Paul Hoffman this morning to say that he had discussed the matter of Harriman's return at a Departmental meeting this morning.
The Secretary said that if they vote on the Treaty on Thursday, they plan to have the President's message go up on Friday. The Committee would start hearings on Monday, he said, and he would appear on that day. Louis Johnson and General Bradley were scheduled to appear on Tuesday, Ambassadors Grady, Douglas and the other ambassadors on Wednesday and Harriman on Thursday.
Hoffman said he hoped they would be through by Thursday. The Secretary said the secret session on allocations which had been planned could be held on Thursday and then Harriman could appear on Friday. Hoffman said that Friday, he thought, would be safer.
The Secretary said we could plan on having Harriman here by Wednesday, he could then come in quietly and get briefed, and appear on Friday.
Hoffman told the secretary he would take care of getting in touch with Harriman and let him know the time schedule.
In closing, Hoffman said that before he went overseas he would like about forty-five minutes with the Secretary, to which the Secretary said he would like about forty-five minutes with the Secretary , to which the Secretary agreed.
