MEMORANDUM OF CONVERSATION WITH THE PRESIDENT

Visit of President Quirino

I told the President of the discussions which had been had with General Romulo: that he had taken off on Tuesday and would arrive in Manilla today, and would communicate with us Friday or Saturday. I said that we would have a final recommendation on Monday as to a visit from President Quirino, which, if it occurred, he would probably wish to have on or about August 1st.

Mr. Parkman for the Ruhr Authority

I discussed this matter again with the President showing him Mr. Parkman's letter and explaining again the error of our ways. The President said that he thought, under the circumstances, he would just inform his White House advisers that the matter must go through and told me to proceed on that basis.

China White Paper

I informed the President of the reasons for postponement of the date of publication for one week, and of the possible objections by the NME. The President was of the opinion that we should proceed with the publication as now planned.

I told him also of my discussion with Senator Connally and he approved the arrangements for cooperation with the Committee which we were now making.

Meeting with the Joint Atomic Energy Committee

I described the meeting and the attitude of the Committee, telling the President that the matter was left that we should meet again upon the call of the Chairman of the Committee. I said that we were not yet prepared to make a recommendation to the President as the result of these meetings, but would probably do so early next week.

One of the principal problems to be considered was whether or not he should agree at this time to ask for additional Congressional approval for any agreement which he made. The President is very reluctant indeed to agree to do this. I sketched out to him briefly a proposal along the lines of Mr. Fisher's proposal this morning. He said that that would be willing to do this. However, we both understood that I was not presenting any proposal to him and he was not deciding at this time.

Memorandum on the State of Religious Liberty in Spain

The President was very pleased with this Memorandum which we had sent to him. He had shown it to several people. One of them was a Catholic, who praised it highly and thought that it should be made available to more people. The President asked me to consider whether it could be made available as a pamphlet. I think Mr. Russell and Mr. Allen, as well as Mr. Thompson, should consider this.
