China White Paper
I informed the President of the nature of the doubts which the Joint Chiefs of Staff and Secretary Johnson had raised and as to the policy question of publishing the White Paper. I told the President that the papers from the NME would be put before him when the final decision had to be made on publication.
The President believes that it is necessary and desirable to bring out the White Paper, We will consider the timing of it in connection with Ambassador Stuart's exit permit.

I went over the question here with the President. I recommended to him, and he approved, the view put forward by the German Affairs Division.

Hearings on MAP
The President sent the message to Congress today at noon. He has approved the request of the Senate Leader, concurred in by the Speaker and the Floor Leader of the House, to postpone the beginning of hearings in the House until Thursday.
Secretary Johnson is to inform General Bradley that the time of his and Secretary Johnson's testimony will, therefore, be postponed from Wednesday to Friday.
General Bradley has revised his testimony. A copy of it was given to the President and a copy will come to us as soon as it has been reviewed by the Chiefs of Staff.
