MEMORANDUM FOR MESSRS. ARNESON AND FISHER
Last night at the Canadian Embassy the matter about which you briefed me on Wednesday afternoon was raised by the Ambassadors. After a short discussion it was agreed, first, that the Ambassadors would recommend that the allocation which you discussed with me should be made forthwith. They did not anticipate that their recommendations would be resisted.
Second, when the conferees who were recently in Washington have been able to get some response from their Government, it is the opinion of the Ambassador that I will be informed about it. He requested and I agreed that when this occurred, which he thought might be toward the end of the year or shortly after the first of the New Year, that the Ambassador should meet with me and preferably one or two advisers to take stock of the situation. I think this bears out what you both said Wednesday afternoon, and I agreed to it on account of the considerations which you advanced.
