MEMORANDUM FOR MESSRS. ARNESON AND FISHER
With reference to my conversation of December 15, I talked further today to Ambassador Wrong. He had talked with the British Ambassador who thinks that, provided he gets instructions, the three of us should get together with possibly two or three others to see whether there is a possibility of agreement being reached on the basis of the British Government's observations. Ambassador Wrong thought that we could do this without getting lost in technical details. Sir Oliver expects instructions by Christmas and expects to settle the allocation matter at the same time or possibly a little ahead of that time. I said I was agreeable to this.
