Item 3. Financial Aid for Yugoslavia
I discussed this problem in general terms saying that I wished merely to inform the President about it; that I hoped it would not be necessary to bring the matter before him but that if we could not reach agreement as to which agency would be responsible for furnishing certain funds, the matter would have to be brought to him. He said he was willing to deal with it and recognized the overriding importance of having the funds provided.
