U Mr. Arneson:
Under Secretary Early added an item of information which was new to me on the Fuchs matter. He said that Mr. Fuchs had been readmitted into the United States as late as 1947 and had had conferences in the Atomic Energy Commission, being accepted by Mr. Wilson on the strength of letters presented by Mr. Fuchs. Mr. Early said that regular security channels had been neglected in this instance and the FBI had not been informed.
