Item 7. Telegram from Shanghai
The resident gave me the attached message from the Military Attaché at Shanghai. He had no comment to make on it other than that if we did not know of this propaganda, we should know of it, and consider whether it affected our course in any manner. This is a matter for Mr. Merchant.
