Item 5. Cabinet Appearances on ITO
I discussed this matter with the President who was already concerned about the chances of ITO in the Congress. I said that in my opinion its chances were doubtful. The President thought this was true and thought this even more reason for making the most vigorous efforts. He will bring the matter up in the Cabinet meeting tomorrow with the general request that all Cabinet officers requested to do so should cooperate fully.
