Yugoslav Loan

The Secretary told me on his return from Cabinet meeting this morning that he had discussed with Secretary Snyder the question of the Yugoslav loan. He said that Secretary Snyder was perfectly willing to go along with us on it and agreed that the Export-Import Bank was the proper place for the loan. Secretary Snyder said that he thought that the Bank would be rather receptive to it. It was Mr. Snyder's suggestion that he and Secretary Acheson go over to the Bank and discuss it with them.

Mr. Acheson would like to be thoroughly briefed on the matter before meeting with them. He wants to make a strong vigorous approach to the Bank and would like to have as much information as possible, etc. Could someone consider what sort of meeting should be arranged; that is, should it be with Mr. Gaston, the Board of Directors, or with whom?

I think we should act as quickly as possible on this. I will be glad to arrange the appointment, subject, of course, to the recommendations of the Department as to how it could best be handled.
