His Excellency Rodolfo F. Herbruger, Ambassador Designate of Panama, was presented to us today at 12:45 p.m., by Mr. Woodward, Chief of Protocol. I welcomed the Ambassador to Washington and wished him a pleasant tour of duty here.
Mr. Herbruger said that this was his first diplomatic assignment, to which I replied that diplomacy left something to be desired in certain countries today, and cited Bulgaria as an example where at the moment we were awaiting word about the departure of our mission scheduled to leave that country today.
After a short exchange of courtesies the Ambassador left with me a copy of his Letter of Credence, Letter of Recall of his predecessor, and of his Remarks to be made at the White House. I told him that Mr. Woodward would make an appointment for him to be received by the President.
